Section 15 (A) of the National Youth Council Amendment Act 2003 provides for the establishment of a District Youth Council Secretariat in every district to help implement activities of the Youth in the district. The Secretariat shall be headed by the Executive Secretary who shall be appointed by the District Chief Administrative Officer on the advice of the District Service Commission.
The District Secretariat Shall also employ such other staff as may be necessary for the proper and efficient discharge of the functions of the Secretariat under the Act.
The Secretariat initiates ways of raising funds for the implementation of youth programs in the District.
The District Secretariats designs district youth council works plans and budgets in relation to the National Strategic Investment Plan.
Roles of the District Youth Council
- To represent the interests of the youth in the District and ensure the effective implementation of the National Youth Council Act and the National Youth Policy.
- Carry out mobilization of youth in the District on behalf of the National Youth Council to fully participate in Government Development programs.
- The District Youth Council carries out support supervisory roles to the lower youth Council structures in the District I.e. Village, Parish, and Sub County Youth Councils.
- Coordinate with the National Youth Council Secretariat on all matters related to the youth.
